Objectives
Housing is a basic and fundamental human need. Today, there is a virtual housing crisis in the country. Rapid population growth, overcrowding, shortage of supply, aging housing stock, development of slums and Katchi Abadis, seracity of land and lack of financial resources has further aggravated the situation.
According to 1998 census, the total number of housing units throughout the country was 19.3 million. 67.7% housing was in rual areas and 32.3% in urban areas. The overall housing stock comprised of 39% kucha houses, 40% semi pukka houses and 21% pukka houses. The housing backlog, as estimated according to the 1998 census, was 4.3 million units. The additional annual requirment is estimated around 300,000 units, thereby, resulting in a recurring shortfall of 270,000 housing units annually.
Realization of the present and future scenario caused the creation of “Federal Government Employees Housing Foundation” in 1989 to achieve the following objectives:
To formulate policies, programs and projects for providing shelter to serving and retired Federal Government Employees and their dependents.
To initiate, launch, sponsor and implement Housing Schemes for Federal Government Employees on ownership basis in Islamabad, the Provincial Capitals and other major cities of Pakistan.
To undertake redevelopment of FG Housing Estates to increase housing stock and improve the living and environmental conditions; and
To do all such things as are incidental or conducive to the attainment of the above objectives or any of them.
The Housing Foundation has launched the following Housing schemes since its inception
PAST SCHEMES
Phase-I Islamabad (Sectors I-8 & G-11)
Phase-I of the housing scheme was launched in 1988. It comprises of 1791 plots. Initially 1595 houses were constructed and handed over to eligible applicants on ownership basis but 196 houses could not be constructed due to dispute of land. However, after clearance of disputes those plots have also been handed over to the allottees.
Phase-I Extension Islamabad (Sector I-
In Phase-I Extension, 1226 plots of different categories were handed over to allottees on merit.
Special Allocation Islamabad (Sectors D-12, E-12, I-8, G-10 & G-11)
The CDA allocated 481 plots of different categories to Housing Foundation in 1996 which were allotted to officers/ officials of the Aiwan-e-Sadr, Prime Minister’s Secretariat and others under the direction of the competent authority. All plots stand handed over to the allotees.
PRESENT SCHEMES
Phase-II Islamabad (Sectors D-12, E-12, I-8 and G-11)
Phase-II of the housing scheme was launched in 1992 when CDA confirmed the availability of 2940 plots. The Housing Foundation paid the cost of all the plots in 1993, which included development cost of plots. The CDA has demanded additional development charges @ Rs.650 per Sq. Yd. The development of D-12 is in progress by CDA. The CDA has promised to start development of E-12 with in this financial year after completion of acquisition process.
Phase-III Islamabad (Sector G-13)
The Phase-III of the Housing scheme was launched in 1996.The land was acquired by the Foundation through District Administration. The Scheme comprises of 5964 plots of various sizes. The previously provisional development charges were demanded from the allottees @ Rs.300/- Sq.Yd and now additional development charges have been demanded from allottees @ Rs. 300/- Sq.Yd. The development work of civil works in these sector is in progress and excepted to be completed by the end of March 2007. The demand note issued by the SNGPL & IESCO have been paid. The construction of water works (O/H, U.G water tanks) is in process by the CDA. Construction of one Railway Under Passes & one Overhead Bridge is also in progress at site.
QAU Staff & FGE Housing Scheme Islamabad (Sub-Sector G-14/4)
The Scheme was launched in 1997. Allottement letters to 754 applicants of QAU stand issued. Allottment letters against 656 plots (Share of Housing Foundation) have been issued to the applicants of phase -III in waiting list. The development of civil works in this Sub-Sector is in progress and expected to be completed by the end of March 2007. The demand notes issued by the SNGPL & IESCO have been paid and they are being persuaded to complete development work at site.
Phase -IV Islamabad (Sectors G-14/1, 2, 3 & G-15/3, 4)
The Phase- IV of the Housing scheme has been launched in sectors G-14/1, 2, 3 & G-15/3, 4 in 2003. There will be approximately 6000 plots of different sizes in this scheme. The scrutiny of applications is in process and provisional letters are being issued to applicants who qualify under the age wise seniority. The acquisition of land is in process and expected to be finalized within this year. The CDA has finalized planning of these sectors. The possession of Service Road (North) and Service Road (East) has been taken from the land owners and the development work is going to be started very soon.
